CONFERENCE CALLING
MPA-BC will use “conference calling” to discuss table top issues every two weeks. It will allow participants to call in to MPA-BC and discuss in group fashion pertinent issues.

Updates from this group, MPA-BC BC Summit Task Force will help create the “White Paper” to be submitted at the 2009 MPA-BC hosted Summit.

It will also be given to MPA-BC members, Wisconsin Apprenticeship Advisory Council, WI elected officials, WI Technical College System, MATC Board, and other WI government agencies of the DIAMONDS in the Rough Initiative.

We will be honoring the champions of Wisconsin apprenticeship in four
award categories.

Hall of Fame Award - Given to an individual who bears a distinguished record of contributions to Wisconsin’s apprenticeship system. Criteria
Nominees must have more than 25 years of contributions and are retired from their apprenticeship-related occupation. Nominees considered will include those deceased within the past three years.
Affirmative Action Award - Given to a nominee who has contributed to the overall advancement of affirmative action in apprenticeship. Criteria
Nominee may be committee, sole sponsor, individual employer, community-based organization or individual.
Apprentice Leadership Award - Given to three outstanding apprentices in the service, construction, and industrial sectors (one award for each sector). Criteria
Nominees must be in their final year of apprenticeship or have completed their apprenticeship in the last 18 months.
Apprenticeship Program Sponsor Award - Given to three local committees (construction or in-plant) or individual companies in the service, construction, and industrial sectors that have demonstrated outstanding achievement in apprenticeship training (one award for each sector). Criteria
Nominees may be from either labor or management.

WHAT AN OPPORTUNITY
Campaign Neighborhood - CFNBA unveiled the NEW Milwaukee Professionals Association Barber & Cosmetology Group; and, its 1st Corporate Member - Gaulein Smith, Gee’s Clippers on Fond du Lac & MLKing Drive.

The participation of professionals from the Barber and Cosmetology industry was a FIRST for both MPA-BC and the Barber Cosmetology industry (Exhibitor - Annual WI Department of Commerce Marketplace Conference).

This participation was an outgrowth of the DIAMOND in the Rough Initiative BETWEEN MPA-BC and WI Department of Commerce. The initiative was launched May 19, 2008.

We thank the office of Senator Lena Taylor for responding to our request and bringing the Department of Commerce, Department of Workforce Development/Apprenticeship, Department of Financial Institution and Department of Regulations & Licensing to the strategic planning discussion.

Mike Thompson, President and CEO of Fair Oaks Farms, LLC, is a veteran
of the McDonald’s system for over 20 years. Mike held various positions
in supply chain and operations for McDonald’s since 1984, including
Regional Manager V.P., San Francisco Region and V.P. North America
Supply Chain.

In 2003, Mike acquired Fair Oaks Farm, LLC a Wisconsin-based supplier
of par-cooked sausage, bacon, and other meat products.

Welcome

The Barber and Cosmetology Industry has been selected by CN-CFNBA as one of the cultural competencies and marketplace growth industries for its Smart Growth 5-Year Signature Plan (2005–2010).

To ensure its rightful place in awareness, connectivity and growth, we will offer a number of points for access, participation and support.

Our targeted audience include: licensed barbers, cosmetologists, dermatologist, massage technicians, cosmetic clinicians, students, colleges, suppliers and distributors.

What is Cosmetology?
The art or profession of applying cosmetics. For us it is total care in “the cosmetic treatment of the skin, hair, and nails”.

What is Barber?
A person whose occupation it is to cut and dress the hair of customers, esp. men, and to shave or trim the beard.

Innovation
We seek new introductions to these two trades and will launch our first on Monday, March 3, 2008. It is the introduction of a NEW business association for barber and cosmetology.

It is the 2008 Inaugural celebration of MPA-BC Group - Milwaukee Professionals Association Barber and Cosmetology Group.

We seek business development, microcredit and conventional financing, image development, education attainment, public policy, customer care and best practices.


DIAMONDS in the Rough Initiative - a 5-month pilot of charter members working with the Department of Commerce, Department of Regulations and Licensing, Department of Financial Institutions and Department of Workforce Development/Apprenticeship.


Meet Leaders of the Barber & Cosmetology Industry in Milwaukee

Co-Owner - Clarence Kelly - Admiracion Beauty and Barber Salon in Milwaukee.

Clarence Kelly has mastered all four (4)levels of Barber & Cosmetology in Wisconsin. They are:

  • Journeymen
  • Practitioner
  • Master
  • Instructor

As a matter of fact, he has invested 28 years in the Barber and Cosmetology industry and specializes in “Hair Coloring”.

Veteran
He is also a 20-year veteran of the Air Force.

In addition to being co-owner of Admiracion, he is the owner of real estate in both Milwaukee and Waukesha. He is the father of three adult children.

We are very pleased to have him as a leader in this field and in MPA-BC.



Owner - Gaulien Smith - Gee’s Clippers


Growing up, Gaulien Smith started horning his skills and techniques of hair cutting and styling at the age of 13.

He got the nickname “Gee” and it stuck.

He opened his first shop at 4323 N. Fond du Lac Avenue in Milwaukee on June 1, 1995. In 1998, he added hair care services for women. Gee’s Clippers became Gee Clippers and Hair Design. It was a great move.

He completed his technical training at Pro School of Cosmetology and received his licensed through the State of Wisconsin in 1992. Continued work and technical advancements as a practitioner at Carol’s New Image earned him a Manager’s License in 1994.

His hard work, integrity and insistence on delivering quality services exploded in business popularity.

Today in 2008, at the age of 37 years, Gaulien/Gee is the quintessential upscale barber, mentor, role model and businessman in Milwaukee.

He is known for his bright smile, management skills and expertise as a top notch barber for the Milwaukee community and the sports world, i.e., Milwaukee Buck, Milwaukee Brewers and the Green Bay Packers.

He believes in giving back to the neighborhood. He is a speaker at schools and events; and, he donates to community efforts and provide FREE hair cuts to students that bring home high grades on their report cards.

He recently had a little Gee.

Gee credits his solid business success to an unwavering faith in God.

His newest shop is located at: 2515 N. MLKing Drive.

Michelle Bryant – Representing Senator Lena Taylor’s office, encouraged the group to come together to speak on their concerns. She emphasized that, “you have a voice”.

Gaulien Smith – Owner of Gee’s Clippers, encouraged the group to be community minded and to be a positive force within the community.

Sidney Fumbank – Owner of Sid’s Shear Magic, spoke about helping people break into the job market, establishing a memorial service for the pioneers of the industry in Milwaukee who have passed on, and highlighting the historic perspective of the industry.

The Overview by CEO Glass was deferred in order to conserve time. A copy is attached.

Presenters

Secretary Celia Jackson – Department of Regulations & Licensing spoke on:
• Board meeting listening sessions outcome from a December 2007 meeting
• Investigators also do inspections now
• The Milwaukee County investigations resulted in 70% of the establishments visited having violations. She emphasized that they figure was not reflective of the investigators really getting into the city.
• The reality of a cultural divide within the industry
• The request to have a separate standard for those who want to be barbers only from cosmetologist. She stressed there was not a wide variance in the curriculum.
• The fact that there are no people of color on the board
• That the group should be involved in the political process
• Accountability is key
• The need for people to help

• Michelle Bryant commented on understanding strategies, Senator Taylor’s office has assembled packets of information, and information on doing business plans

Questions/Comment/Other

• Has the department considered deputizing? The response was that it would not be easy to do. One variable is that you need the people to get that done. The department is reviewing other ways.
• What is being done to keep people in the know prior to inspections by way of updates? The response was that due diligence is being done. Information can be found on the websites regarding board minutes and rule changes. It was stated the department does have a willingness to work with people.

The next board meeting for the department will be held on June 2, 2008 at 9:30a.m. The location is 1400 E. Washington Ave Madison, WI.

Deputy Secretary John Collins – Department of Financial Institutions spoke on:

• There responsibility for monitoring banks licensed through them, credit unions, and savings banks
• They do consumer protection
• They license collection agencies
• They do business filings ie: corporations, LLC (limited liability)
• Electronic filing
• Promotion of entrepreneurship (conference coming up June 9th & 10th)

Questions

• How is racial disparity in lending handled? Mr. Collins stated that their office should be contacted. He also emphasized that there are thresholds where lending is concerned. What may be though of as racial disparity could just be that the lending guidelines of that institution ie: the lending institution does not do loans under a certain dollar amount.

Field Operations Chief Ken Moore – Department of Workforce Development (Bureau of Apprentice Standards 608–266–3132) spoke on:

• Barber/Cosmetology
• Pink & blue form
• Apprenticeship process
• Payments
• Transferring skills
• In business 1 year
Questions/Comments

• Question regarding apprentice transferring from place to place – There was much discussion on this topic.
o When an apprentice leaves a shop, the apprentice and the owner should notify the department. The hours of the apprentice stops when they leave the shop.
o Specialized curriculum for apprentices
o Compensation to shops for rendering the service. The employer should be paid. Note: A bartering system concept could be instituted such as the manager’s licensee is updated to an instructor or certain fees waived.
o Consider a combined license such as manager/instructor
o Observation: This may be an area to be worked out within the association relative to having a training program for the owner/managers and the prospective apprentice.

Question: Would Mr. Moore be willing to help put a proposal together toward addressing/instituting some of the concerns/procedures. His response was yes. He emphasized he could do nothing about managers being paid. It was stated that the request for help was in drafting the proposal only. After the draft was done, would he be willing to review it, and he stated he would.

Department of Commerce – Ms. Tru Mwololo, Milwaukee Area Development Manager Representative spoke briefly on:

• Certification as a minority business
o Gives credibility
o Certification is free
o Gives you privilege
• Wisconsin business
• Their loan programs
• Note: 5% of money within their program is designated to go to minority business and they have yet to meet that goal.
• Entrepreneur training grants

Due to limited time, Ms. Tru Mwololo agreed to the June 23, 2008 timeframe for sharing “complete” information about the Department of Commerce for strategy building.

Ms. Mwololo has replaced Ms. Mary Perry.

CEO Mary Glass will provide the framework for implementing the 5-Month pilot initiative – DIAMONDS in the Rough.

The Highlights of Membership were:

Meetings
Conference Meetings are held Quarterly (3 x per year) and an Annual event with a “style show” and awards.

Monthly Meetings held on the 4th Monday of each month.

Membership provides discounts at events and on items for sale.

E-Network Email is sent to keep members up-to-date. Members are asked to acquire an “email address” if they do not have one. Milwaukee Public libraries have FREE computer USE and computer classes.

Each member will have an opportunity to learn and stay abreast of the rules and regulations and make policies of WI Department of Licensing and Regulations.

We will invite staff of DLR and educators to share state-of-the-art information for successful navigation as a Barber and Cosmetologist.

MPA-BC Group will select “Master Stylists” to conduct special seminars and workshops. These are professionals in the industry with a proven track record.

Each interested person will submit an interest form along with a BIO. All members are asked to provide a jpg. Photo and a two paragraph BIO for our Barber & Cosmetology Contact Pages.

This is the FIRST Wisconsin Regulation & Licensing Board Meeting AND Listening Session held in Milwaukee by the NEW Secretary, Ms. Celia M. Jackson. It is a “safety awareness” meeting aimed at making the marketplace a better place for Barber and Cosmetology consumers.

As a strategic planning organization for economic development and quality of life enhancement in Milwaukee, we are most interested in providing support for business development that will help hire from the neighborhoods and produce a “positive” image not only for the industry but for the neighborhood. We see it also as an opportunity for Milwaukeeans that are Owner/Operators/Suppliers to be at the table and providing leadership in compliance and growth of the industries.

Greetings Beauty and Barber Shop Owners/Operators and Supply Owners!

We feel the timing of this hearing by Secretary Celia Jackson and the Board of the Department of Regulations and Licensing is opportune.

We will work with the Department of Regulations & Licensing, the Department of Labor and other government supported entities to provide our members with representation, funding (pre-/post-)and information for growth, compliance and best practices in the Barber and Cosmetology and supply trade.

We know that in the Milwaukee area many barber and beauty salons and supply owners are opening businesses. We also know there is a need for an organization such as Milwaukee Professionals with a focus on technology, communication, business development training, business support, networking, customer care and best practices.

We also know that it is always very challenging to run a business.
We focus on “customer care”, “best practices” and “accountability”.

It is an association of various trades and professionals in the Milwaukee area. The Barber and Cosmetology owners/operators and supply distributors is one of the trade industries.
